Why has the Ministry of Culture been unable to enforce its views on the subject of cultural heritage? The ministry has been protesting against the construction of a 36 storey Millennium Hotel on the site of the former IMELI building. The Deputy Minister of Culture Marina Mizandari has told TV3 that the ministry does not have an official lever to halt the construction process, as it had been deprived of the opportunity to enforce its views on the subject of cultural heritage in Tbilisi. According to her, the ministry has not been in a position to clarify its views on the Millennium Hotel project, as it has not been able to control its artistic and architectural aspects.
The non-governmental organisation Tbilisi Hamkari has been observing the hotel’s construction process for 6 years. The organisation’s chairman Tamar Amashukeli has told TV3 that one of its main achievements has been to prevent the demolition of the former IMELI building. She describes the Mayor’s approval of such projects as ‘irresponsible’.
