The Procurement Agency’s Black List

On what basis do companies get placed onto the Procurement Agency’s black list? Based on the contractors’ complaints, companies that fail to fulfil their obligations before the State departments get placed on the National Competition and Procurement Agency’s black list. According to the current data, there are 160 companies on the aforementioned list, which is 65 less than last year.
Giorgi Chanturia, a spokesman for the non-governmental organisation Transparency International-Georgia, has told TV3 that the principles of companies being placed on the list leave room for improvement. According to him, there is often a lack of evidence from the contractors.
One of those on the black list is the construction company Artes, which is involved in the reconstruction process of the Presidential Residence. The company has declined to make a comment, similar to many other companies on the list. However, according to a statement from the company Green Service Ltd, its placement on the list was a misunderstanding which followed an error on the contractor’s behalf.
According to a statement from the National Competition and Procurement Agency, companies get placed on the black list due to their failure to fulfil their obligations, and they are barred from taking part in State tenders for 1 year. An agency spokesman adds that companies only get placed on the list if sufficient evidence is presented by the contractor.
The agency’s black list has been in place since 2010.
