The Influence of Cartu’s Funds upon the Electorate

Will the funds transferred to the Agriculture Development Fund by the Cartu Group, which is linked to the Prime Minister Bidzina Ivanishvili, have any real influence on the presidential election process? The NGO International Society for Fair Elections and Democracy has stated that Cartu’s activities could be classified as an attempt to bribe voters. The case concerns the Cheap Agricultural Loans program which is financed by the Agriculture Development Fund. The Agriculture Ministry has declined to comment on the issue, other than to talk about the loans issued as part of the aforementioned program.
The NGOs have been clear about their opinion that any activities conducted by individuals who are considered to be interested parties within the election process, that are of a material benefit to the electorate, are unlawful.
